Quick Summary
There is no central law on swimming pools. Tamil Nadu is the one state with binding statewide rules: a permission to operate, competent lifeguards and pH / chlorine tests twice a day. Elsewhere a pool may need the city's health or trade licence, and the checks below are good practice — a daily water log and a monthly lifeguard and equipment check are what an inspector, insurer or court asks for after an accident.
What This Rule Is
- Tamil Nadu Urban Local Bodies (Regulation and Monitoring of Swimming Pools) Rules, 2015 (G.O.Ms. 97, Municipal Administration and Water Supply, 7 July 2015):
- Permission to operate in Form VI, issued after a committee no-objection certificate (rule 3). Existing pools had to be modified and certified (rule 9). The rules set no fixed validity or renewal period.
- Lifeguards (rule 26): competent lifeguards at every pool other than a single-dwelling pool — at least two for a pool of up to 150 sq m, more for larger pools; educational institutions also need a coach.
- Water quality (rule 28): pH 7.2–8.0 and free chlorine 1.0–4.0 ppm, tested twice a day, with records kept.
- IS 3328:2026 — Quality Requirements of Water for Swimming Pools (second revision; IS 3328:1993 is withdrawn). A voluntary BIS standard unless a licence condition or rule adopts it.
Who This Applies To
Any premises with a swimming pool: housing societies, hotels and resorts, clubs, schools and colleges, senior-living communities and corporate campuses.
State-Level Variations
- Tamil Nadu — the rules above are law for every pool except a single-dwelling pool. EarthReheal WasteLedger asks for the Form VI permission only for Tamil Nadu premises.
- Other states — no statewide pool law has been confirmed. Some cities license pools as a trade or under public-health powers (for example Mumbai and Delhi health licences). Check whether your city requires a pool licence; if it does, keep it with your trade licence.
Compliance Requirements — What You Actually Have to Do
- Tamil Nadu: keep the Form VI permission to operate on file.
- Log pH and free chlorine every day (twice a day in Tamil Nadu).
- Check lifeguards and safety equipment every month — the lifeguard roster for every opening hour, ring buoys and reaching poles, depth markings, the first-aid kit, the pool rules notice, and the locked chemical store.
- Dispose of pool chemical waste (spent chlorine and acid containers) through an authorised handler.
Penalties & Enforcement
In Tamil Nadu a pool run without the permission can be closed by the local body. Everywhere, a drowning or a water-borne infection exposes the operator to criminal negligence charges and civil claims; the daily log and safety checks are the evidence that the pool was run with care.
Frequently Asked Questions
Q: We are not in Tamil Nadu. Is any of this compulsory? A: Not under a state pool law that we have been able to confirm. The water log and safety check are good practice, and your city may license pools; check with the local body.
Q: Which water standard should we follow? A: IS 3328:2026, the current BIS standard for swimming-pool water. Tamil Nadu's rule 28 sets pH 7.2–8.0 and free chlorine 1.0–4.0 ppm.
Q: How many lifeguards do we need? A: In Tamil Nadu, at least two for a pool of up to 150 sq m, and more for larger pools. Elsewhere there is no legal number; a trained lifeguard on duty whenever the pool is open is good practice.
