SWM Rules 2026 guide
The SWM annual return: due 30 June, step by step
Under the Solid Waste Management Rules, 2026, every bulk waste generator files an annual return on the CPCB centralised portal by 30 June (Rules 6(h) and 20(1)). It covers the EBWGR obligation, including the certificates procured against your total solid waste.
Below the three bulk waste generator tests there is no annual return.
How to prepare the return
Confirm that you have to file
The return is a bulk waste generator duty (Rules 6(h) and 20(1)). If you are below all three tests (20,000 sq.m., 40,000 litres of water a day, 100 kg of waste a day) you do not file it, but the Rule 5(1) duties still apply.
Check the current format and period on the portal
The return is filed on the CPCB centralised portal at swm.cpcb.gov.in. The portal sets the format and the reporting period, so check it before you start.
Gather your quantities by stream
Weighed records for wet, dry, sanitary and special care waste, what you processed on site, and what you handed over. Records made at the time are far easier to defend than figures rebuilt in June.
Match them to your EBWGR certificates
The return covers the EBWGR obligation, including certificates procured against the total solid waste calculated for you. Know how many kilograms you handed over and how many certificates you hold.
Check every partner’s registration
You may not engage an entity without the registration the rules require (Rule 6(g)). Confirm that each collector, transporter, recycler and processor in your chain was registered when it handled your waste.
Add bio-medical waste if you generate it
A bulk waste generator that is a bio-medical waste occupier must also state the bio-medical waste it generated and handed to an authorised facility (Rule 6(m)).
File by 30 June and keep the acknowledgement
File on the portal and keep the acknowledgement with the records behind it. The local body publishes returns on its website every year.
What to keep
The rules set no separate record schedule, but the return states quantities and certificates, and Rule 17 names false information and manipulated documents. Keep weighed records by stream, processing logs, handover receipts with each receiver's registration, certificates and portal acknowledgements.
Not sure whether you file? Read the three tests and how EBWGR certificates work.
Keep the records behind your return
The free gap check shows which obligations apply to your organisation type and what is missing. The free plan keeps your licences, renewals and documents in one place. No sign-up is needed to see your gaps.

Frequently asked questions
When is the SWM annual return due?
By 30 June every year (Rules 6(h) and 20(1)).
Who has to file the annual return?
Bulk waste generators: organisations in a listed category that meet any one of 20,000 sq.m. of floor area, 40,000 litres of water a day or 100 kg of solid waste a day. Organisations below the tests do not file it.
Where is the return filed?
On the CPCB centralised portal at swm.cpcb.gov.in. Check the portal for the current format and reporting period.
What is the penalty for filing late?
The rules do not publish a specific late-filing schedule. Environmental Compensation under Rule 17 follows CPCB guidelines, and spot fines follow local bye-laws. File by 30 June and do not assume a grace period.
Does the return replace our bio-medical waste annual report?
No. The Bio-Medical Waste Management Rules, 2016 and the SWM Rules, 2026 are separate regimes. A bulk waste generator’s return must also state the bio-medical waste generated and handed to an authorised facility (Rule 6(m)).
Does EarthReheal file the return for us?
No. EarthReheal is not a government body and does not file on the CPCB portal on your behalf. It helps you keep the daily records, handover evidence and approvals that the figures in your return rest on.
We have several sites. Is it one return?
Consents, registrations and returns attach to a premises, so plan for a return per premises and confirm how the portal registers your sites.
