State-Level Variations

CCSEA registration is a central process. Variation appears in State Drug Controller / university ethics overlays and in SPCB rules for animal-carcass / biomedical waste disposal — those are parallel duties, not substitutes for CCSEA registration.

Compliance Requirements — What You Actually Have to Do

1. Register the establishment with CCSEA before breeding/experimenting on animals. Use the current ccsea.gov.in online services.

2. Constitute an IAEC as per CCSEA guidelines at the time of registration. The IAEC is constituted for 5 years, coterminous with registration.

3. Renew registration and reconstitute the IAEC every 5 years. CCSEA’s renewal page states: IAEC validity tracks registration renewal; term is 5 years; apply in advance (guidance cites applying ~40 days before expiry); submit biodata/consent of five internal scientific members including a veterinarian; at least half of internal members must be replaced at reconstitution; attach minutes of IAEC meetings for the previous five years; attach annual inspection reports and large-animal use statements signed by the Main/Link Nominee.

4. Hold IAEC meetings at least twice a calendar year. The Compendium text states: “The Chairperson of the IAEC shall be responsible for conducting atleast two meeting of IAEC in a calendar year…” Quorum minimum six members; Main Nominee presence required (Link Nominee if Main Nominee’s written unavailability); decisions in meeting, not by circulation; minutes to Member Secretary, CCSEA within 15 days or the meeting is not considered valid.

5. Apply the 3Rs in protocol review and facility practice:

Replacement — avoid animal use where alternatives exist;
Reduction — minimise numbers;
Refinement — minimise pain/distress; improve housing and procedures.

6. Maintain housing, veterinary care, and records to CCSEA inspection standards; dispose of animal carcasses/waste through authorised biomedical / slaughter / rendering routes as applicable — do not open-dump.

7. Obtain CCSEA/IAEC project approvals before starting protocols; keep approved Form-B / protocol files ready for inspection.

Penalties & Enforcement

Operating an unregistered animal facility, or continuing experiments with a lapsed IAEC/registration, can lead to suspension of animal-experiment approval and disciplinary action against the institution (seed penalty). CCSEA may refuse renewal if minutes, inspection reports, or reconstitution papers are deficient. PCA Act cruelty offences remain separately available for mistreatment.

Frequently Asked Questions

Q: Is it still called CPCSEA? A: The statutory committee was renamed CCSEA in 2023. Many legacy documents still say CPCSEA; both refer to the same body.

Q: We only teach anatomy on already-dead specimens — do we need registration? A: If no breeding/experimentation on live animals occurs and no animal house is maintained for experimental use, this rule may not trigger — but confirm against CCSEA scope FAQs and any university regulator requirement.
