The MoP guidelines are national. Variation appears in:
- State EV policies and SNA implementation (land at promotional rates, EV tariff categories).
- DISCOM practice on allowing existing connections vs insisting on dedicated EV meters for ToD / concessional tariff.
- Local land-use / fire / building permissions for swap cabinets in retail, fuel outlets, or depots.
- Any state battery-swapping incentive schemes that still reference older NITI draft concepts — treat those as state policy only; they do not revive the un-notified central draft.
Compliance Requirements — What You Actually Have to Do
1. Classify the facility correctly. Document whether you operate a BCS (recharge-only), a BSS (charge + replace), or co-located units; and whether public or captive.
2. Apply MoP Oct 2024 BSS & BCS Guidelines plus the incorporated Principal EVCI clauses listed above (tariff, general operation, public-land themes as applicable).
3. Electricity connection. Owners of BCS/BSS may use existing electricity connections, with or without seeking an increase in connected load, for charging swappable batteries (confirmed across Mondaq/JSA, Renewable Watch, EMobility+, Outlook Business summaries). Separately evaluate whether a dedicated connection is needed to access EV / ToD tariff products — concessional EV tariffs historically preferred exclusive connections under earlier EVCI guidelines; do not assume the "existing connection" permission automatically unlocks the cheapest EV tariff slab.
4. Electrical safety. Comply with extant CEA / BIS safety requirements applicable to EV charging infrastructure (cross-ref RULE_CEA_EV). No separate "swap-only" safety code was identified that displaces CEA.
5. B2G capability. The guidelines define and introduce B2G as part of the ecosystem. 6. Liquid cooling for heavy vehicles. BSS/BCS may deploy liquid-cooled swappable batteries for larger vehicles such as trucks and buses (guideline permission, not a ban on other cooling methods for lighter segments).
