Aircraft Rules 1937, Rule 91
An airport is legally responsible for keeping bird and animal attractants — open garbage, food waste, slaughter and meat-processing activity — out of a 10 km radius around the aerodrome reference point. Waste handling on and around the airfield is therefore an air-safety obligation, not just a municipal one: an uncontrolled garbage dump inside the radius is what turns into a bird strike.
